SUMMARY
The Rockford Administration is currently looking for a transportation company specialized in passenger transport. Contract bidders must be capable of fulfilling the City's needs in providing free public transport to its citizens across the metropolitan area of the city of Los Santos.

This public contract entails the following core activities:

  • 1. Performance of Services
    The Contractor shall bear the responsibility for the exploitation of city and regional transport which shall include but not be limited to internal personnel management as well as the maintenance and use of its own vehicle fleet.

    2. Management & Development
    The Contractor shall be responsible for the planning and implementation of transportation measures among different networks in the metropolitan region of the City of Los Santos. The coordination and implementation of routes, the integration of new transit solutions as well as data collection constitute an integral part of the services entailed within this contract. The Contractor safeguards the quality of our public transport system.

    3. Policy Making
    The Contractor works, in consultation with the Rockford Administration, on the policy-making process related to or influencing public transport within the City of Los Santos.

    • Well-Developed Employee Recruitment Policy
      The Contractor shall be obliged to conduct a comprehensive investigation into the criminal and professional background of job applicants and its current employees. The City shall have the discretionary power to impose a binding decision on the contractor in relation to pending job applications and job candidacies.

    • Well-Financed Driver Training Program
      Road accidents involving commercial vehicles are in most instances caused by human error. New staff members shall be properly instructed and trained. The contractor shall be required to subdue all its drivers to an extensive training program which enables them to meet high standards of safety with as a result safer public roads.

    • Fleet Maintenance
      The contractor shall be required to have its vehicle fleet regularly maintained by professional automotive technicians. Such regularly scheduled maintenance services may be conducted by in-house technicians on the condition that the City has established that the Contractor's knowledge of basic vehicle checks; vehicle suitability, condition and maintenance is adequate.

      In the event the contractor is not capable of conducting its own maintenance services and no suitable third party can be agreed upon between the City and the Contractor with respect to the maintenance of its vehicle fleet, the City shall allocate a budget for the Department of Public Works to ensure the continued good condition and operation of all vehicles deployed in light of this contract.
    • Exchange of Information
      The Contractor shall inform the City of all its initiatives in regards to city and regional transport, as well as the development of relevant city-wide or state-level public policy.

    • Quality and Efficiency
      The Contractor shall strive for the permanent improvement of the quality of its services and the efficiency of its internal organization. The Contractor must undertake the action needed to measure customer satisfaction on a regular basis, including through surveys. The Contractor is committed to reporting any findings in light of any customer satisfaction survey, without delay, to the City.

    • Public Spokesperson
      The Contractor shall be the main point of contact for transit-related inquiries in the municipal area of the City of Los Santos. The Contractor acts as a prominent spokesperson, creating awareness about the quality and sustainability of the City's public transport system as well as its capability to be a fully-fledged replacement for other means of transportation.
    • Vehicle Fleet
      Preferably, the contractor shall dispose of the necessary amount of vehicles required to operate the public transportation network connecting people to places across Los Santos and the State of San Andreas. The City shall remain proprietor of all public transportation installations, including bus and train infrastructures.
All information gathered by the contractor and its employees and/or agents in light of the performance of this contract is strictly confidential. Upon assignment of a contract to the contractor he or she shall be required to sign a non-disclosure agreement. Furthermore, all parties involved in the bidding for a public contract shall be subject to a thorough background investigation. The City reserves the right to refuse any contract bid without motivation based on the results of such background check.
The City shall compensate the contractor on a monthly basis in the form of a prearranged fixed fee. Additional remuneration will be awarded in accordance with the frequency with which bus routes have been serviced. A compensatory arrangement can be negotiated with regards to operational availability during commuting peak times, also known as rush hour.
