2.3 Business History:
Habeeb Transport Union was established in 2015 originally, however, it has been operating in Los Santos since 2017, making it the longest running transit company of Los Santos to date. Originally based out of Mirror Park, the business has since moved to Grapeseed, where it continues to run, ferrying customers across Los Santos on a day to day basis.

Our story begins with the city of Los Santos begins in October of 2017, where Rafi Habeeb and his trusted right hand man Shoaib Tariq moved to 1251 Mirror Place. Soon to be joined by another acquaintance, Shahid Tariq, the newfound company would come to dominate the transit industry. We at Habeeb Transport Union have run various services for transit across Los Santos. Our origins start humble with Habeeb Taxi, featuring our iconic red taxis. We have also expanded to include a shuttle bus at our fleet early in our origin, however we have since upgraded to a state of the art coach bus, of which we use to provide tours starting in Los Santos up to Blaine County and the Mount Chiliad wilderness areas, often running tour services that shuttle drivers from the bus through an SUV up the mountain. Other services ran by the Habeeb Transport Union include Habeeb VIP, which is a fleet consisting of a long wheel base luxurious Baller LE and a similarly optioned Schafter, both booked by executives or businesses for the top tier transit experience.

Throughout our time in Los Santos, we have achieved many notable successes. One of our most proudest achievements was running the state-sponsored LS Transit into moral bankruptcy and eventually closure on three separate occasions throughout its' lifespan, with ourselves managing to absorb some of the competition's employees throughout the mission. While we are a company with historic roots based in the city of Los Santos, our recent resurgence has been met with the most success so far, with our current employee list at 25 employees, which continues to grow every single day.

Habeeb Enterprises as a whole has many humble and homegrown operations in the city, such as our notorious kebab shops, our former club, and a coffee shop previously owned by ourselves as well. As of now, we solely operate the Nut Buster Kebab & Koffee along with Habeeb Transport Union, yet are seeking to expand our horizons. The main basis of Habeeb Transport Union is Habeeb Taxi, however we have always been keen to expanding our horizons as a company, which can be seen through out past project initiations. Our goal has always been to engage the public in our art of transit, hosting public events, which are sometimes free of charge or financed by businesses across Los Santos, thus stimulating the local economy. As a company with roots in the area, we have been contributing to the economy of the State of San Andreas for a period much longer than our competitors, who have mostly been established just this fiscal year. Our customers always love to see our bright red cabs, with some taxi fares even going as far to request a Habeeb Taxi specifically upon phoning the dispatch. Habeeb Transport Union and Habeeb Taxi itself is a household name in Los Santos, one that is loved by the pubilc.

2.4 Products & Services:
Habeeb Transport Union is one that is filled with flavor when it comes to our enterprise operations. We currently have in place multiple unique businesses run throughout the umbrella that is Habeeb Transport Union, and furthermore, we have plans to expand in this area shortly.

Habeeb Taxi is the central component to the Habeeb Transport Union. The most public facing operation to Habeeb Transport Union and Habeeb Enterprises as a whole is Habeeb Taxi. This is the business that started our initial revenue stream, and even the managers of this sector of the company continue to operate taxis themselves to this day. We love interacting with people, seeing the smiles on their faces as they enter the cab, and taking them where they need to be. Habeeb Taxi is a simple part of our entity but a vital one, it is the lifeline of Habeeb Transport Union and it is where most consumers recognize us from.

Habeeb Bus is one of our favorite services to run. This services, often also operated as Habeeb Tours, is a service in which we use our coach bus (originally using our shuttle bus) in order to ferry people around for our tours. Historically, we have only ran tour services that went to Mount Chiliad, however, we have been expanding relations lately. Since the deal is still in progress, we can not report on it yet, however, we are working with a key partner in Blaine County in order to expand our operations with Habeeb Tours to allow it to have an even higher importance, both for the consumer, and economically, thus continuing our stimulation and giving back to other small businesses. Since the initial launch in 2018, we have revamped our tour service to include the use of a Rancher XL SUV in order to transport people from where our bus stops on Chiliad all the way to the top for their viewing pleasure and convenience.

Habeeb VIP is one service ours that is not often advertised, yet is always operating. Historically, we have collaborated with high end businesses in order to secure contracts that allow us to transport patrons to and from the business, typically businesses that result in intoxication. This service is not only key for some businesses, which hope to maintain a high end appearance and attract clientele, but also to the public. Habeeb VIP commits to a valuable public service program by allowing the people of Los Santos to safely indulge in alcoholic beverages without fear of how they will reach home later in the night. Our internal surveys have revealed that 1/3 of passengers of a Habeeb VIP vehicle appeared visibly intoxicated and/or unable to drive a vehicle, and further that 4/5 of customers either appeared or reported consuming alcohol that night. Habeeb VIP does not solely act as a shuttle agency, however, as it also booked by executives for chauffeur services. Our up to date fleet is one that focuses on refinement and a luxurious form of transportation - one that has been indulged in by various executives across Los Santos.

Currently, these three companies make up what is known as Habeeb Transport Union. However, we are constantly expanding, hiring new drivers and new talent. Our management currently has three different expansions planned for Habeeb Transport Union, along with a new direction for certain sects of our business. These measures will be implemented soon and will further our development in the transit sector.

2.5 Key Employees:
Our list of drivers is constantly growing, however at the moment, we employ 25 drivers within Habeeb Transport Union.

Rafi Habeeb is the first key part of Habeeb Transport Union. The business is named after him, and Habeeb started this business in 2015 as an independent operator of a taxi. Habeeb's insider knowledge within the taxi industry, along with his strong work ethic and ability to make the right decisions in crucial fixes of time are what have lead Habeeb Enterprises as a whole along with Habeeb Transport Union to success. Originating from Damascus, Rafi Habeeb ran Habeeb Taxi in Syria originally, however, he fled to the United States in 2015 following an explosion which resulted in his entire taxi depot and living being blown to bits. It is not an easy feat to integrate in a country you are not willingly present in, and the unfortunate circumstances of the Syrian war displaced Habeeb, however, it is that displacement that has led to the creation of Los Santos' finest transit company, one that Habeeb takes much pride in as an American.

Shoaib Tariq is another key player in the Habeeb Transport Union. Shoaib originates from Pakistan, where he earned a minor in Arabic and a master of Business Administration. Tariq has strong ties to businesses in Pakistan owned by his family, and he has managerial experience in the country. Following his Diversity Visa acceptance, Tariq has been driving taxis in the United States ever since, which is how he met Habeeb. The duo came up with strong plans of branding and franchising, which gave them their success. With his MBA, experience in the field, and overall creativity, Shoaib Tariq's help in Habeeb Enterprises has led us to become a strong competitor in the markets we operate in.

Shahid Tariq, junior brother to Shoaib, has also played a key role in our establishment in this city. Shahid Tariq did not join our journey until early 2017, when we relocated to Los Santos. Shahid, who relocated to the UAE upon his graduation in Pakistan, became quite experienced in several fields of business that we expanded to, most notably the import and export fields. As a result, Shahid currently heads the Habeeb Alcoholic Imports, a company under Habeeb Enterprises. Shahid originally imported liquor from Syria for our use in our club, however, since its' shutdown, Shahid has been selling this liquor to the public. At the moment, sales of Habeeb Alcoholic Imports has stopped, as Shahid must renew his liquor license, along with secure deals abroad for the imports. Shahid also had experience in the transit sector, as he worked with Uber in the UAE in order to help localize the business, and furthermore has much experience in terms of dealing with government entities. At the moment, Shahid does not work with Habeeb Enterprises in the United States, as he is currently securing business contacts for our next unannounced move with our international partners.

Finally we will mention Khalid AlSharif. Originating from Saudi Arabia, AlSharif is one of the key pieces of our business today. AlSharif entirely manages the Human Resources department of our company. AlSharif is not only in charge of all new recruit training and hiring in Habeeb Transport Union, he also manages any complaints against staff members and the company, and decides on appropriate actions. Thanks mostly due to Khalid, we have increased in size as a company by almost 10 times in a matter of two weeks. Khalid's role in the Habeeb Transport Union is no insignificant role, and despite himself never driving a taxi himself, he has been playing an integral role in the company since being recruited to the company in 2020.

2.6 External Business Partners:
The business as a whole, Habeeb Transport Union, is wholly managed by Habeeb Enterprises, thus making that our primary external business partner.

2.7 Business Clients:
Regarding business clients, we have worked with many in the past, including some of our in house businesses, however we will not list these in this section as that is one we'd consider as rigging. In terms of actual external business clients that we have worked with, we have worked with a small amount, yet the businesses that we did work with were businesses we forged strong partnerships with over long periods of time. Throughout our reign in 2017 and 2018, we worked with Bahama Mamas and 2 other businesses managed by Natasha Khrushcheva. Furthermore, under Rhett Jarlson's management of the Vanilla Unicorn, Habeeb Transport Union forged a strong relation with the Vanilla Unicorn stripclub. All businesses we've partnered with have guaranteed us exclusivity for taxi parking outside of their establishments in the past, however, both the Vanilla Unicorn and Bahama Mamas worked alongside us to help keep intoxicated drivers off the street. Speaking in terms of Bahama Mamas specifically, during Khrushcheva's reign, this company was one of high regard and standards, with a business dress code required, and thus, it is this club that we operated our Habeeb VIP services at for the first time. In the present day, we are in active negotiation with two separate business entities for contracts regarding transit at their facilities, and we are in contact with three other businesses attempting to secure relations regarding said services. Due to the nature of said negotiations, we will not be releasing the names of the businesses, however, Habeeb Transport Union is actively increasing its interaction with other businesses.


3.1 Business Credentials:
Provide a summary of your work as a contractor, your past experience.
Habeeb Transit Union is a very experienced company that is more than capable of running passenger transit services. Our fleet has developed now to include 6 taxis, a coach bus, and in reserve we own a shuttle bus as well. Our employee list consists of 25 drivers, of which all are trained in driving for maximum safety and passenger comfort. We hope to expand our role in the public eye, and with public funding of course, we will be able to offer more services to the public in order to cater to their transit needs. As a foreword, we would like to state that this contract will not prevent us from competition with other transit services. Although we are excited to work with the city of Los Santos, if we are not awarded the contract, we will continue to operate the services that we would plan to operate without the city's financial aid, however, we would definitely prefer to work with the city for our plans. Working with the city of Los Santos will not only allow us to maintain a much larger fleet and pay our drivers fairly for their extensive roles that they would have, but would also allow us to ensure quality training services are paid for, in order to ensure that our operators are able to operate heavy vehicles. Our drivers are all currently licensed and perfectly capable at taxi transport driving, however, as we expect to expand to bus lines, we hope to finance training programs in order to allow our taxi drivers to graduate to bus driving.


3.2 Plan of Action:
Explain in detail how you plan to achieve the goals set forth in the contract. We recommend addressing all requirements explicitly mentioned therein.
To begin with, on approval of the contract, Habeeb Transport Union will undergo the daunting task of restructuring both our recruitment policies, along with re-evaluating the current employees that we hold. To make it clear - Habeeb Transport Union will not be firing employees based on their past, whether it be administrative or criminal punishments on their past. However, workers that will specialize in fields developed by this contract will be vetted to an extreme standard in order to hold them to standards set forth by the city of Los Santos. Our current drivers will undergo training programs along with a further interview phase and background checks in order to ensure that they are a fit to be drivers under our new program. Habeeb Transport Union will make it a point to seek out past employment records along with criminal records of drivers in order for the more public facing and public funded transport services.

As mandated by the contract, our drivers under this program will be trained extensively. Through the funding provided by the city of Los Santos, we shall develop an intensive training program, teaching drivers about bus safety, the dangers of speeding in such high mass vehicles, how to check blind spots in such a large vehicle, how to maneuver these vehicles in tight spaces, and courses testing driver skill. Furthermore, with hopeful collaboration from the Fire Department, we will attempt to train all bus drivers in at least BLS, and will stock all buses with First Aid kits in case of any emergency on the bus. If cooperated with by the Fire Department, we will make it a requirement as part of our training program to be trained in BLS. Finally, we will conduct regular exercises testing all drivers who already undergo such training in order to ensure they are up to date in their training and are capable of undergoing such tasks, with potentially monthly or bimonthly testing.

Fleet maintenance is no issue for Habeeb Transport Union. We at Habeeb Transport Union have skilled mechanics at our depot, including some of our own taxi drivers, who are able to conduct all basic maintenance. We perform all fluid changes and basic repairs in house. Any major repairs that are too large for us to handle but are not a complete write off are typically handled by mechanic garages around Los Santos, however, as per the city contract, we may either convert to allowing the DPW to work on our vehicles, or to sticking to one specific garage. That being said, Habeeb Transport Union currently possesses a tow truck which we use to recover taxis that may have broken down or been abandoned for some reason, and we already have an extensive amount of experience in the mechanic field for basic maintenance.

Regarding the exchange of information, we at Habeeb Transport Union will work with our administrative staff to keep records of any details that the City wishes are accounted for. With one of our key employees possessing an MBA and another with extensive record keeping history, we are confident that any information that will be requested by the City will be able to be pulled easily. Our company already strives for the highest quality of services, with ourselves even conducting surveys in the past, and we will continue to do so in order to meet the Quality and Efficiency demands set by the City. Furthermore, upon the approval of the contract, Habeeb Transport Union will appoint a public spokesperson in order to improve both awareness about public transit along with helping solve any issues or complaints. We have already decided who among our staff will act as public spokesperson in the event of a contract approval.


3.2 Technical Capability:
Demonstrate your (key) employees' skills, experience of similar work and their involvement if you were to be awarded the contract.
We have already attached the main roles and experiences of our past employees, however we will elaborate on what roles will change if we are awarded the contract.

To begin with, our Humans Resource director and key employee Khalid AlSharif will most likely be promoted to public spokesperson, and as a result, AlSharif will mostly be in charge of running the contract side of the business and ensuring that the side that we guarantee to the city is running at full quality. With AlSharif's already extensive record with our company, we are confident that he will not let the city down in terms of satisfaction with our services. AlSharif will be in charge of the public face of the company, but will also be in charge of all city-contractor relations, relaying information between the two, and ensuring we cooperate to the fullest. Due to his promotion, we will most likely elect Mohammed Khan as the replacement of Khalid AlSharif, and Khan himself will run Habeeb Taxi's primary division which is not associated with the Habeeb Bus services that will be held to a different standard. All drivers undergoing a transition from Habeeb Taxi to Habeeb Bus will undergo a major application process, almost as if they are rejoining the company. We plan to manage these two entities entirely separately, holding our drivers to the same expectations, but enforcing strict quality checks and training in the Habeeb Bus service which will be publicly funded.

Furthermore, we will most likely select Shoaib Tariq as head of driver training. Tariq has an extensive history with driving, not only cabs, but also has earned a CDL allowing him to drive heavy class vehicles such as the Benson. Thus, Tariq is our perfect candidate for overseer of driver training, however, Tariq himself will be training other officers to administer tests. Shoaib Tariq has already drafted plans in regards to how the driver training program will work, and it was also him who came up with the BLS requirement that he hopes to achieve with cooperation with the Fire Department. Tariq's passion for consumer safety and his extensive driving experience will prove to be a valuable asset.

As for any other structural changes and promotions, these will be decided internally and are not decided upon yet, however the key directors who will manage this contract have already been selected and explained above. 3.3 Financial Bid:
Provide us with the details of your pricing and any aftercare arrangements within the price.
ONE TIME FEES:
2 x $114,000 - This fund allocation is for the Coach buses. Habeeb Transport Union believes in refinement first, and thus, we will operate Coach buses around the city. We will have a total fleet of 3 Coach buses, of which we already possess one, and will only ask for two more from the city.
$115,000 - This financial aid will be used for the various needs of the new contracts' bureau in Habeeb Transport Union. That is, we will use this fund to produce routes for our drivers, which includes an extensive research project regarding most populated areas and routes for Los Santos traffic. Furthermore, this fund will pay out to all other costs related to setting up the program that we may encounter, such as the cost of producing the maps for these routes. Overall, this money is being requested for any and all administrative costs that we may encounter throughout this process, along with the cost of producing the materials that we need in order to complete the contract.
$200,000 - We will use this money in order to set up the employee training process in its entirety. That is, creating the handbooks for the drivers, the regulations, and so on. Furthermore, we will need to purchase equipment in order to run the driver skill testing program, and we will also pay a one time bonus to each driving instructor provided they pass their instructor training program which is much more intensive than the standard driver skill testing program. This money will also, if possible, be used to stock each bus with adequate medical supplies in order to tend to any emergencies which occur on the bus. In summary, this is entirely for the employee training process, including both the costs of recruitment drives along with the costs of the intensive driving program, and finally, for the stocking of supplies for the customer's safety.
TOTAL ONE TIME FEES - $543,000
RECURRING FEES:
$50,000 - We will use this $50,000 in order for all maintenance charges of the buses. This will include tire rotations, new tires, brake pads, rotors, oil changes, other fluid changes, and any other mechanical changes. Furthermore, if the bus is cosmetically defaced in any way that is deemed major, we will use this fund for these repairs as well. In the event of consumer damage to the buses, such as ruined seats that must be cleaned or replaced, or cracked windows, Habeeb Enterprises will pay out for the repairs through the use of this fund. As buses are not insurable, it is this fund that allows us to ensure a good standard in terms of condition for our buses. Most importantly, in the event any BLS equipment is used, this fund will also be used to replenish those supplies.
$30,000 - Employee of the Month bonus. In order to allow our drivers to strive for excellence, at the manager's discretion, we will be issuing a bonus to the employee who is seen best to fit the Employee of the Month position. Such a candidate should be one that other employees look up to, and one that is a role model for the entire Habeeb Transport Union.
$60,000 - Advertisement funds. This can vary in terms of platform, however, the standard advertisement we would use throughout social media costs about $250. When distributed, this comes out to a total of 8 ads to be issued per day on average. This fund may also be used to purchase advertisements in other forms from the traditional ad, such as large banners, opportunities for advertisements in businesses if it is deemed appropriate, or potentially advertisements on FaceBrowser or other social media platforms. An example of an out of the norm ad may be a banner inside of a club advertising that the bus passes nearby and that bus drivers will ensure your safe arrival home. Such an ad not only provides more riders to the bus service, but also contributes to public safety by bringing intoxicated drivers off the road.
TOTAL RECURRING FEES:$160,000 PER MONTH




3.4 Competitive Analysis:
Explain the benefits and value for money of your bid.
By far the best part of Habeeb Transport Union and working with us is our public appeal. We have been supported by the public since 2017 as the longest running transport company in Los Santos, guaranteed. Any other company claiming to have run longer than us is being untruthful. Our company has seen countless fares, and our managers have had years of experience in the field. With both Rafi Habeeb & Shoaib Tariq operating cabs for 5 years now, it is clear that we have the most managerial experience in this city. Furthermore, our employee roster is one of an impressive size, and we have faith that our top tier drivers will be eager to join our new program provided they complete the training.

Our costs are modest, we did our best to preserve costs where possible, in order to provide a cost effective yet quality program to the city of Los Santos. Habeeb Transport Union takes roots from a modest culture, this company was built up from the ground as a small business, and we have never taken funding from conglomerates. Thus, it was one of our priorities when discussing the budget among the managers that we would come up with a modest budget that would encompass everything we need, while at the same time not wasting any public funds. After all, we are common people here at Habeeb Transport Union. We all live in our middle class homes, we come over to do our honest yet hard work. As tax payers of the city, the last action we'd like to take is to fleece the public of their money, and so, one would notice that we have only requested exactly what is necessary from us. To further expand on that - we even are incorporating one of our own fleet vehicles that we already own into this program at no cost to the city, as we are only going to ask for what we need.

The work ethic promoted at Habeeb Taxi is one of safe yet hard work. Our drivers work to ensure the safety of their passengers while satisfying their transit needs. We take pride in being the best taxi company in Los Santos - not only the first, but we provide the best service, and employee 25 drivers, and this number only continues to climb. We can assure the city that we will be operating our routes constantly, allowing for bus services to become common across the city. Public transportation has been lacking in the city of Los Santos, and we are here to fulfill that need. With city funding, we will be able to provide the best quality service to the citizens. We have operated our bus service around Los Santos before, although somewhat irregularly, but with this funding, we will commit to trained drivers along with a better infrastructure regarding bus services.

The funding of a bus service in Los Santos is one contract that will change the city. Public transport is one of the key ways to improve social mobility, as it is the people's ability to move that will help them ascend above the poverty line, this is one fact that has been proven. With the development of a bus service in Los Santos, not only will we be helping the people reach their jobs and their homes, but we will also be preventing people who should not drive from making that choice, as there will finally be an option. Whether it be someone who does not own a car, or someone who wants to get home from the bar without endangering others, everyone has a spot on Habeeb Bus. We at Habeeb Enterprises are committed to working with the City of Los Santos to further the progress on this contract and to help the population of Los Santos as a whole.
