SUMMARY
Whereas, the City desires to work collaboratively to facilitate the renovation and construction of the B.J. Smith Recreational Centre building located in Chamberlain Hills, according to a design to be developed with joint participation from the public and private sectors of the City of Los Santos. Therefore, the City is issuing a government contract to establish roles, responsibilities and relationships between the City and a local construction company for the Renovation and Construction of the aforementioned building.

This public contract entails the following:

  • 1. DESIGNING
    The contractor shall consult with instructed city personnel to design a blueprint for B.J. Smith Recreational Centre. Furthermore, the contractor shall be able to come up with unique solutions to architectural problems and be familiar with common design practices.
    Effective time management is expected from the contractor and the ability to provide transparent decision-making. The contractor shall at all times keep legal frameworks in mind, such as fire protection measures.

    2. RENOVATION
    The contractor shall remodel existing facilities and further develop them, bearing the interests and ideas of the city in mind. This includes improving a facility, repairing it or updating structures on a facility. Therefore, the contractor shall possess experience in planning, engineering, structural repairing as well as rebuilding.

    3. CONSTRUCTION & DEVELOPMENT
    The contractor shall implement blueprints within defined time frames. In addition, the contractor shall be familiar with workplace-related safety measures to ensure each construction workers safety and problem-free construction.

  • Submission of Blueprints
    The contractor shall prepare blueprints for the aforementioned building and present them to the City before commencing the work.

  • City-Specific Projects
    The contractor shall consult themselves with the city for its visions of the B.J. Smith Recreational Centre, design and implement their work accordingly to it.

  • Design and Renovation
    The contractor shall be expected to engage into a variety of architectural tasks within the field of designing and renovating. He shall use his expertise to perform work on each task to the best of his abilities and strive to meet standards set by the city.

  • Overseeing of Construction
    The contractor shall oversee any construction and assure that it is aligned with the approved blueprint. He shall bear responsibility for the construction and its progress, striving to finish it within a set time frame.
  • Transparency Policies
    The contractor shall frequently consult with the city and provide full transparency over each decision. It is expected, that the contractor and his personnel communicate professionally and in a factual manner, presenting the ability to explain decisions upon any questions.

  • Proof of Work Experience
    The contractor is expected to provide references to previous works and thereby allow the city to examine his past projects. Therefore, the contractor shall, along with his bid, submit a portfolio which documents his prior assignments as well as describes his companies’ usual style and field of work in architecture.

  • Customer Oriented Approach
    The contractor shall combine his plans with the city's visions in regards to each facility. Additionally, the contractor shall be able to take in input from the city at any phase and act on it accordingly or otherwise provide an explanation of his reasons to not do so, bearing in mind, that such reasoning needs to be objective in its nature.

  • Time Management
    The contractor shall regularly estimate his time expenditure for each project and report it to the city. In the context of his reported time expenditure, he shall do his best to stay within the reported time frame. The contractor shall seek to minimize the time expenditure without compromising any quality of his work.
All information gathered by the contractor in light of the performance of this contract is strictly confidential. Upon assignment of a contract to the contractor, he or she shall be required to sign a non-disclosure agreement. Furthermore, all parties involved in the bidding for a public contract shall be subject to a thorough background investigation. The City reserves the right to refuse any contract bid without motivation based on the results of such background check.
The total budget for design and construction of the Project shall be substantially set forth in the Preliminary Budget and shall include the cost of completion of the Project as set forth in the Project Proposal.
