The position renders assistance to the City Treasurer in carrying out their responsibilities for fiscal and monetary management of City resources, investment of non-pension funds of the City, and management of the bonded debt programs for all City Departments. Moreover, the Assistant City Treasurer shall act for the City Treasurer in their absence.
The Assistant City Treasurer will exercise considerable independent judgment in executing and managing the essential day-to-day financial activities of the City, requiring extensive knowledge of procedures, regulations, and best practices related to fiscal management, investments, and debt management.
The Assistant Treasurer will work regularly with a variety of computer applications including, but not limited to, banking software, accounting systems, payment systems, and investment analytics and execution. The Assistant City Treasurer will have direct supervisory responsibility for clerical and professional employees assigned to the Treasurer’s Office and will work extensively with members of other City departments and outside professionals.
The City Treasurer acts as the banker, investor, and curator of municipal funds. The City Treasurer's office is responsible for servicing all finances of the municipality through the coordination of the activity of the Department of Finance and its auxiliary bureaus. Moreover, it provides advice regarding adjustments of fiscal policy and feasibility of city development and social programs.

- Must possess a Bachelor's degree from an accredited college or university with a degree in finance, accounting, or a related field, or an equivalent combination of education and progressively responsible experience.
- Five years of progressively experience in municipal or government accounting, finance, and budgeting or related area.
- Oversees all treasury vendor partnerships, including banks, third-party processors, and all other financial service providers. Day-to-day correspondence about transaction inquiries and issue solving to quarterly, semiannual, and/or annual performance assessments and relationship reviews based on agreed-upon goals are also part of relationship management.
- Develops monetary forecasts by arranging monetary concentration transactions for collection accounts, financing disbursement accounts, making short-term investment and borrowing decisions, and defining and controlling target balances for bank rewards, covenant management, and regulatory requirements.
- Functions as Treasurer's deputy in designing and implementing various investment strategies for City funds, as well as planning and conducting City debt issuance needed to support capital expenses, with primary responsibility for coordinating with Finance Department personnel to ensure that cash receipts, investment transfers, and debt transactions are registered, ensuring that monetary receipts, investment transactions, and debt transactions are recorded appropriately within the City's accounting system.
- Prepares reports and presentations on Treasury operations, such as tax collections, accounting practices, cash management, and acquisition activities; develops policies and procedures controlling treasury operations; determines primary priorities applicable to each treasury function, and communicates the goals for each treasury sector within the organization.
- Supervises clerical and professional employees assigned to the Treasurer's Office, serving as Acting City Treasurer, as required, during absences of City Treasurer, whilst providing technical support to Treasurer and Finance Director on various activities.
