2.3 Business History:
La Puerta Scrapyard is one of the oldest institutions in Los Santos, with records going back as far as 1924 where they began collecting scrap and covering the needs of South Central and most of Los Santos. It became the go-to disposal point for any sort of waste, junk and scrap for the inner city.
The business tried it's best to adapt to new times by ensuring their waste disposal capabilities were up to par with the newest technologies as much as their economic capabilities allowed.
The business has always remained a pillar of South Central, helping the impoverished families find new ways to thrive as well as offering felons and people with fewer job opportunities a steady place of employment and experience that kept them off the streets.
We believe that businesses should service the community they are embedded in, ensuring that we put our neighbors first and we ensure that their needs are covered regardless of their financial situation. We have multiple outreach programs that we self-finance such as providing in-home assistance to the elderly for their waste disposal and junk removal free of charge. We also donate any usable vehicles that we collect to nearby schools, garages and individuals in need for the educational advancement of the city's underprivileged. It provides a reliable avenue to teach generations a valuable trade and help them establish a foothold in a highly demanded industry.

2.4 Products & Services:
The Scrapyard began as a simple place for scrap collection and disposal but with the passing of time and the development of businesses and environmental concerns La Puerta Scrapyard has taken all it's available steps to move towards a more eco-friendly disposal of waste and recycling-focused environment.

La Puerta Scrapyard offers:

Buying and selling scrap metal: We purchase various types of scrap metal such as steel, aluminum, copper, and brass from individuals, construction sites, manufacturers, and other sources. We pay for metal based on current market prices and overall quality of the material. Once enough is collected it is sold to state operated recycling facilities or directly to manufacturers in need who can then use the material to produce new products.

Buying and recycling old vehicles: We buy old or damaged vehicles from individuals and sometimes garages or second-hand dealerships. We then dismantle the vehicles, separate the reusable parts, and crush the remaining metal for recycling. We sometimes sell the reusable parts such as engines, transmissions and tires to customers or businesses then sell the crushed metal to recycling facilities.

Selling other recyclable materials: In addition to scrap metal, we also buy and sell other recyclable materials such as electronic waste, appliances, batteries, and catalytic converters. These materials are then processed and sold to specialized recyclers or manufacturers for reuse. We also import metals, including non-ferrous metals, ensuring that the origin of said metals, the processing and transportation are eco-friendly - then sell them to local distributors within Los Santos at a fair price.

Additional services: We also offer vehicle towing, waste disposal ,metal recycling and collection of scrap on site to assist with keeping yards, abandoned lots, etc free of any waste or abandoned electronics, cars, etecetera.

Owner: Elijah Sullivan, prime manager and highest overseer of the business as a whole.
Co-owner/Investor: Leonard Gibbs contributes to the overall business and team as an investor and helped Elijah out with his first jump off to acquire the business after the previous ownership and helped out with individual payout payment. Should it be needed, in-case of calling in sick can and will step in with the experience attained through the years working at the yard.

Jevonte Pitts - Autoparts Management - Lead Mechanic within the autoparts section of the scrapyard. (Sales and removal of any spare vehicle parts that would be deemed of good enough quality to be sold off.)
Orlando Kingsley - Vehicle Crusher Management - Lead Mechanic within the car crusher section. (Any vehicles to be scrapped goes directly to Orlando and his team/section)
Philip Varnese - Waste collection & disposal - In-charge of the daily tasks surrounding waste collection and disposal services, maintenance of vehicles used for these purposes, in-charge of any contractual agreements with our partners and their affiliates alongside Elijah Sullivan . This includes regular collection of household waste, recyclables, and commercial refuse, as well as bulk waste and hazardous material collection.

3.1 Business Credentials:

La Puerta Scrapyard has over a hundred years of experience dealing with waste management and disposal, collection of junk, scrap and hazardous materials and in assisting the community of South Central with their needs related to those services.
We have worked with many local businesses and companies, as well as assisted factories in Los Santos and San Fierro with their metal and recycling needs.


3.2 Plan of Action:
Explain in detail how you plan to achieve the goals set forth in the contract. We recommend addressing all requirements explicitly mentioned therein.
Our bid is focused around South Central exclusively, our community and home. In order to provide the best services whilst ensuring that our employees are treated fairly we propose the following plan of action:

Phase 1 - Initial Consultation

In order for us to present the best routes to service the community we plan to organize the local areas into serviceable days of the week. This will provide clear parameters to the local residents to indicate when they can place out the furniture, junk and bigger items that they need to dispose of, and keep it within manageable means. We would organize a meeting with the heads of the community, and the district representative Frank Buntz, which will then be followed by a community meeting hosted in our offices. We aim to set up a hotline for any complaints, tips or information that the community wishes to provide. We believe that if the people of South Central are encouraged to take initiative in keeping their streets clean this hotline will allow us to direct our services to any pop-up issue that might appear.

With the creation of the outlined routes, the set up of the hotline, and the appropriate outreach within the area, we are certain that we would be able to provide the best service to South Central and it's inhabitants.

Phase 2 - Implementation

After an initial evaluation of our services and it's positive impact on the community, we would address the effectiveness of our approach and make any necessary changes to improve our workflow. To move forward we would aim to upgrade our fleet of waste collection and junk removal trucks to be able to do more daily waste collection of smaller garbage such as garbage bags, trashcans and containers. There will be two days of the week where our team would proactively survey around designated areas in search of any new debris, junk or bigger waste that might have been abandoned in any of the lots present in South Central, the street, or other known dump spots - This will ensure that the bigger items are retrieved and collected in a timely manner.

To reinforce this initiative we would aim to turn the known dumping locations into established collection sites. We'd work with the state representatives to set up permanent but non-invasive containers and receptacles to receive trash and bulk items in a more eco-focused process. We'd also aim to host regular collection hot-spots within the community and nearer to the residential areas, changing the location each week, to make it easier to bring any items needing disposal directly to us throughout the day. This initiative it's mostly geared towards the elders of the community who might need our assistance in disposing of bigger items that they might not be able to dispose of otherwise. With enough promotion it could also lend aid to other areas of the city that may see the information and take use of the services.

Phase 3 - Community Outreach

We are firm believers in being held accountable for our actions. To ensure that the satisfaction levels are elevated and remain high we will conduct monthly assessments of Community satisfaction offering questionnaires, polls and reaching out to the leaders of the community for any feedback that might incorporate to our ongoing works. We will use this information to reassess how we adapt our services to the area at large and make necessary changes based on the suggestions and needs provided in the feedback.

Leonard Gibbs’ work experience & involvement:
Leonard Gibbs has been working as a mechanic for most of his life, accumulated quite the amount of experience within the field of automotive parts, functionality and sustainability. Along with this he’s held a position within the scrapyard ever since his work contract at Auerbach Automotives expired and the parties chose to not continue their partnership as Leonard had interests elsewhere and was offered a opportunity at the scrapyard along with some of his previous co-workers. This is where Leonard first started off as a mechanic but eventually familiarized himself with the entire business, car crushing, garbage disposal and collection, sales and purchases of vehicles that would be brought in for crushing etc. This involvement would be continued in the same way except for a little bit of a larger role when it comes to the administrative parts of the business due to his involvement as a now investor.

Elijah Sullivan’s work experience within the field started early on assisting at the Scrapyard since he was sixteen, and then evolved into other jobs as he moved away from the family owned business before finally returning to take it over. During his time in federal prison serving an eight year sentence he obtained his Bachelor's Degree in Business Management - which helped him take over the business and ensure that it heads in the right direction.

Jevonte Pitts’ work experience:
La Puerta Scrapyard - Autoparts manager, previous to Elijah Sullivan’s ownership.
Jevonte Pitts will continue in his autoparts management role, this being something he gained the position of once Elijah Sullivan stepped into a owner role for the business, a suitable role for him as he was apart of this division ever since he was hired at the scrapyard, Elijah Sullivan was his mentor and leader, therefore the trust is put in him to manage this section from now on, with a close eye watching over in the form of Elijah due to his experience here.

Orlando Kingsley - Vehicle Crusher Management - Lead Mechanic within the car crusher section. Orlando was hired after Sullivan’s takeover and has been shaped into his position as a manager for the car crusher and all the moving parts here; making sure people have the appropriate knowledge to man the machine(s) as well as their communicative knowledge when it comes to cross-team operations.

Orlando Kingsley is without much previous experience and has amassed a majority of his work experience with us at La Puerta Scrapyard. A young kid given a shot to prove himself and has maintained his role as a striving member of our team. Orlando has gone through the normal trainee program as all employees have to go through upon agreeing to a work contract with us.

In addition to a well experienced and loyal team, the facilities within the Scrapyard were renovated in 2023 ensuring that their waste disposal system is up-to-date with current ecological concerns and that it's as efficient as possible.
The car crushing machine is inspected and maintained every quarter, ensuring that it's working flawlessly. The Scrapyard acquired two new cranes to assist with the transport and disposal of the waste, scrap and junk that is collected.

3.3 Financial Bid:
Provide us with the details of your pricing and any aftercare arrangements within the price.
Phase 1 -One time payment for initial contract. Two external consultants will be hired to assist with the creations of the routes and all other issues regarding infrastructure and planning for a total of 4 hours each. This may be extended if the consultants are unable to deliver the plans and routes.

Phase 2 - This phase will be the on-going monthly cost of maintaining the team. The total costs include multiple hours of work both collecting and processing the waste, junk and scrap as requested by the city contract. Costs and payments can be adjusted pending discussion.

The monthly profit will be reinvested into the business in multiple ways such as marketing, employee bonuses, community outreach, overnight part shipping, unexpected business expenses, building maintenance and taxes and ground upkeep.
