DETAILS OF THE REQUEST
  • Request:
    I am currently requesting access to all pending documents which are related to the Digital Inclusion & Equity Act of 2024 (DIEA) which was introduced by Mayor Hank Preston and authored by the Deputy Mayor Frederick Coleman. The following types of documents or types of influences are required before the Bill is brought before Council and I'd also like to request a partisan stay of the bill until a proper review can be formed and submitted to both members of City Council and The Political Sandbox Journal/Forum.
    In addition, given this is directed to public policy, an additional request will be made to remove any attempt at censoring current or previous government officials names from any transcripts requested. Given that votes on pieces of legislature are performed in the public eye and not privately, I am of firm belief that it is only fair for government officials to provide appropriate evidence. The intent of the following materials will be used to critically assess and publicize the cost of this bill for the common taxpayer, among potential other criticisms or support to the bill that may arise.
    All documents MUST be timestamped with both the date that they were collected, and the date that they were last revised, and a final date stating when they were submitted in response to this request.

    "The Bill" refers to the Digital Inclusion & Equity Act of 2024.
    "ISP" Refers to the term "Internet Service Provider" which can also be used to refer to any telecommunications company that may serve to have an interest in this bill.
    "Contact" refers to any communication established between any individual, organization, or government entity with another individual, organization, or government entity.
    "Organization" refers to any group that classifies themselves as a Corporation, Independent Business, Charity, Non-Governmental Organization, or Governmental Organization Organizations created under a government; I.e., Public Works, Port Authority, etc.

    Documents Requested:
    - Any document pertaining to a suggestion or creation of the Bill.

    - Recordings or transcripts of communications between Government Officials and ISPs.
    If one exists. And if not for a written document to be provided with a signature certifying no such document exists

    - List of all ISPs contacted, including a comprehensive list of ISP names, Locations of Central Operations/Corporate Headquarters, and dates of which they were contacted.
    Ie; Alabama, Alaska, San Andreas, Montana, North Dakota, South Dakota, etc.

    - List of all ISPs who responded to Government Inquiries pertaining to the bill and any contact made towards government officials in the past three months. If a communication was made to an active or previous member of government was established that may maintain any presence over this bill, please state the nature of the communication.
    Personal (Cellphone Provider Adjustments, etc), Business (Contract Arrangement), Public Inquiry (In relation to the bill).

    - Cost Estimate from each provider contacted who responded to the Los Santos Government regarding ALL provisions stated in the Bill.
    Both the current cost assumed by citizens (on an average basis grouped by Municipal & LS County Ward), and the presumed cost that the Los Santos Government was quoted while investigating this bill. If no estimate currently exists, please provide a formal written letter from any individual involved with the City Finance Department, the Deputy Mayor, or the Mayor explaining why no quote was established.

    - Any additional documents pertaining to any form of financial or personal budget appropriate for the Bill.

    - Any noted amendments made to the bill that are not currently in the public eye
    With specifications over which Council Member attended which amendment.

    - Specification regarding which ISP Infrastructure is already in place to support High-Speed Telecommunications, as well as clearly explained plans to maintain this infrastructure.

    - Cost Estimates towards the maintenance of Telecommunication Infrastructure.

    - A written statement from the Mayor & Deputy Mayor (Draft and Draftees, co-signed by any member of Council who attended or established an amendment to the bill since its introduction) elaborating over who would maintain existing infrastructure, and who would maintain authority over additional infrastructure developments pertaining to Telecommunications in Los Santos.


    - Tax Data & Census Data collected by the Los Santos Government pertaining to each ward of the City.
    Including Average Income, Median Wage (similar but not the same), GDP by Ward, and current established businesses in each City Ward.


    - Any list or graph that may have been utilized to calculate the density of the homeless population in Los Santos
    Including publically known arrests or court-cases involving homeless individuals in Los Santos or LS County from January 1st 2023-December 11th 2024.


    - Any statistics backed by economists or members of Post-Secondary Institutions based in San Andreas with signatures from members involved & Institution Leads citing positive/negative economic gain from subsidizing telecommunication infrastructure.

    - Provision of any additional court cases, case files, or case studies pertaining to the subsidization of Telecommunications and easy provision to citizenry; Any court-case/case file/case study that was used to provide support in the creation of the bill must be provided.

    - A written note from the Deputy Mayor & Mayor over plans for provision and government oversight, as well as the cost of maintaining a work-force dedicated to accurate provision of service(s) in relation to the Bill.

    - Any additional document not already requested through this Freedom of Information Request that has been used to assist in the Drafting, Revision, Introduction Process, or Amendment process that is in any way, shape, or form, in relation to the Bill, Telecommunication Organizations related to the Bill, or transcripts of City Council Members discussing the Bill.

    - Non-Censorship of Names on any requested materials listed above, including but not limited to:
    Current or Former Government Officials, Telecommunication Organizations Representatives (whom may have had any impact on the Bill), and names of Telecommunication Organization Leadership Members (Executive Board Members, Project Managers).

    If any request cannot be made, please provide a sufficient WRITTEN explanation for why each specific amendment could not be granted. If a request is only partially approved, no written explanation is requested. Although this is not typically apart of a Freedom of Information Request, I'd also like to submit a request of stay towards additional implementation of the bill for additional public opinion to be cast unto the bill. This is not apart of the Freedom of Information Request and thus is not expected.

(( This is an unreasonable amount of information to request given the nature of this being an RP server where ISPs and census data etc don't actually exist - nitpicking to this degree only detriments RP.

There are also some IC issues with it - but best if we tackle OOC issues first.

After discussion with LFM they have requested that you make a ticket in their Discord if you wish to continue with this request in it's current state.

Will be archiving the request for now, to be unarchived if anything comes of discussion with LFM. ))
