SUMMARY

With the passing of the 2030 Agenda by the Los Santos City Council and the Office of The Mayor, the City of Los Santos has launched the Los Santos Area Sanitation Program (LSASP). This initiative is dedicated to improving the cleanliness of Los Santos and its surrounding county. The program's primary focus is addressing waste management issues, reducing litter, and promoting sustainable practices to ensure a cleaner, healthier environment for all residents. Through coordinated efforts involving multiple city departments and private sector providers, the Los Santos Area Sanitation Program aims to enhance the quality of life, support environmental sustainability, and create a more attractive and livable city for everyone.

Rather than being a single contract, the Los Santos Area Sanitation Program will be divided into multiple contracts, each linked to a specific district within the City and County of Los Santos. This approach allows for more efficient resource allocation, addressing each district's sanitation needs. By breaking the program into several contracts, the City encourages fair competition among the various waste management companies within the community. This not only ensures a higher quality of service but also promotes local business growth and improvements in waste management practices. Each contract will be awarded based on a competitive bidding process, with stringent criteria to ensure that only the most capable and committed companies are selected to participate in this crucial initiative.

This public contract entails the following:

  • 1. ROUTES
    The contractor shall consult with instructed city personnel to design and implement an efficient sanitation route for the district they are contracted to service sanitation needs for.
    Effective time management is expected from the contractor and the ability to provide transparent decision-making. The contractor shall at all times keep legal frameworks in mind, such as OSHA and environmental protection measures in mind.


    2. COLLECTION AND DISPOSAL
    The contractor shall provide waste collection and disposal services for residential and commercial properties in their contracted district. This includes regular collection of household waste, recyclables, and commercial refuse, as well as bulk waste and hazardous material collection.

    All waste must be sorted to maximize recycling and reduce landfill use, adhering to local, state, and federal regulations. Hazardous and non-recyclable materials must be disposed of with minimal environmental harm, using eco-friendly methods. Regular audits and reporting will ensure transparency and accountability, aligning operations with the city's environmental goals and legal requirements.


    3. THE DISTRICTS
    The contractor will be able to apply for one of five (1/5) districts, a total maximum of two (2/5) total at any given time. The five districts consist of the County, Northern, Western, Central and Southern Districts. View the district map HERE.

  • Submission of Routes
    The contractor shall prepare routes for the aforementioned districts and present them to the City before commencing the work.

  • Means of Disposal
    The contractor shall have within it's possession, a facility to sort and manage waste, or an agreement with another provider to handle waste on their behalf.

  • Safety
    The contractor shall be expected to maintain a high level of safety when operating within the City or County, with exceptional operation of sanitation trucks to reduce accidents, and employee safety awareness training in order to keep staff and members of the public free of risk.
  • Transparency Policies
    The contractor shall frequently consult with the city and provide full transparency over each decision. It is expected, that the contractor and his personnel communicate professionally and in a factual manner, presenting the ability to explain decisions upon any questions.

  • Customer Oriented Approach
    The contractor shall combine his plans with the city's visions in regards to each facility. Additionally, the contractor shall be able to take in input from the city at any phase and act on it accordingly or otherwise provide an explanation of his reasons to not do so, bearing in mind, that such reasoning needs to be objective in its nature.

  • Time Management
    The contractor shall regularly estimate his time expenditure for each project and report it to the city. In the context of his reported time expenditure, he shall do his best to stay within the reported time frame. The contractor shall seek to minimize the time expenditure without compromising any quality of his work.
All information gathered by the contractor in light of the performance of this contract is strictly confidential. Upon assignment of a contract to the contractor, he or she shall be required to sign a non-disclosure agreement. Furthermore, all parties involved in the bidding for a public contract shall be subject to a thorough background investigation. The City reserves the right to refuse any contract bid without motivation based on the results of such background check.
The total budget for routes shall be substantially set forth in the Preliminary Budget and shall include the cost of completion of routes on a monthly basis as set forth in the Project Proposal.
