3.1 Business Credentials:

While being a relatively new business. We pride ourselves on the relative speed and level of investment we've put into the business. Since our founding in late 2023, ELS has rapidly grown in scale, originally servicing a range of small businesses in the Morningwood area. ELS then grew to take on much larger contracts such as that of the Morningwood Community Centre, Vinewood Casino and lastly the Port of Los Santos. The scale of managing the sanitation needs of one or multiple districts requires a high degree of logistics expertise as well as the facilities to match. We have both.
Our contract in the Port has proven extremely successful, with multiple waste collection routes and a specialist debris removal service. Our professional team actively map out any logistical challenges to ensure that SAPA is getting the best service for the lowest cost. Additionally, we have invested millions into our state-of-the-art facilities in El Burro Heights, here we have a waste sorting facility for any recycling needs, a garage that can hold up to seven trucks as well as employee parking, an employee lounge and office space and a multi-million dollar waste incineration facility which has equipment to eliminate harmful microbes actively so it can then be disposed of with the usual municipal waste.
3.2 Plan of Action:
Explain in detail how you plan to achieve the goals set forth in the contract. We recommend addressing all requirements explicitly mentioned therein.
We'd be proposing to take over the end to end sanitation requirements of both the Southern District and Central District due to the location of our Waste Sorting Centre in El Burro Heights.
We'd approach this in a couple phases:
Phase 1 - One-off consultation:
We'd utilise our extensive resources and experience in planning and logistics to fully understand each district's unique sanitation requirements. We do this to make sure we can best allocate resources where needed, as well as to comply with city, state and federal environment laws and make sure that our facilities always have enough capacity to handle each district's individual sanitation needs at any one time. Our seasoned team of operations managers will attend a meeting with city officials for each district to understand how they are made up and if there are any additional requirements needed. This consultation has the added benefit of allowing us to identify any waste 'hotspots' where we can make special requirements for.
Phase 2 - On-going remediation:
Following the consultation, our team will start working immediately on remediation. Initially this will focus on executing on the waste collection routes specified. Subject to change based on the consultation, our team will run four collection routes a district. Our team will conduct these weekly in two-shift bursts. Due to the amount of trucks we have, we can run multiple shifts at any one time. Our sanitation teams will collect all waste for the appropriate residential, commercial and city properties within each district before taking it back to our waste sorting facility, here it will be sorted appropriately with hazardous materials being taken to our specialist waste incineration plant, here we have the equipment needed to safely dispose of these materials.
Note - Ad-hoc requirements:
We will be on standby to deal with any ad-hoc requirements raised by our contracted districts or others provided they are paid for at the going rate. These services include but are not limited to:
- Sanitation collection
- Pest control
- Debris removal
- Hazardous material removal
- Waste management consultations and logistical support
- Graffiti cleaning
3.2 Technical Capability:

We have a range of experience with managing large scale contracts as well as the facilities and equipment needed to be able to cope with the contract's demands.
Each large account gets a dedicated account manager for any communications as to updates, challenges or observations.
Facilities:
ELS has the largest waste management facility in the state. Our state of the art facilities include a waste sorting center with an automated sorting system, a seven truck garage, and multiple offices for account management and HR staff. Lastly we have a brand new waste incineration plant. This plant has a brand new waste autoclave, which can be used for removing hazardous and harmful microbes from the waste before it's sorted and disposed of. Our facility is located in El Burro Heights.
Staff:
All our staff are experienced and trained to the highest quality of standards. We have multiple programmes to help ex-offenders get back into the world of work. We also have a range of support staff, such as operations, HR and supervisors who will be making sure you're delivered the highest degree of service. All our staff are trained, and only qualified staff are able to drive our trucks.
Equipment:
ELS currently owns a fleet of three brand new trashmasters, as well as our new state of the art machinery. We are currently the only provider in the state that has access to this machinery.

Our founder, Igor Rogov, came to this city with very little, he had ran multiple logistics businesses in Russia so he has a keen eye for it. In his words 'I want to make the great city of Los Santos look like it does in the Vinewood movie pictures'. As an immigrant, his English is extremely strong. He believes that ELS is proof that the American dream does exist, and he hopes to help many great American citizens find not only a career with ELS, but also a second chance where they've made a mistake previously in life. Due to our current relationship with SAPA, we have the staff, equipment, vehicles and the expertise ready to go. We are able to move on this faster than any other company in the state.
