The Hong Lan Association, formerly known as the Asian Pacific American Association established in the early 2010s, operates as a community center offering cultural and social support to individuals & businesses alike. The Association funds and enables community projects (such as the Orchid Alliance Project), cultural festivals (such as the upcoming Chinatown Christmas Market), educational programs & legal aid services.

Hong Lan Association provides opportunities to the community that allow residents of Mission Row & Textile City to flourish & prosper in their chosen fields. Businesses host open day events promoted through the Association which gets local youth a foot in the door at the world of work -- community leaders teach classes in Cantonese and educate younger generations on cultural traditions and practices which in turn creates the next generation of forward-thinking youths prepared to positively contribute to society and give back as they were taken care of.

The Association is staffed by volunteers from the community, the older generations look out for the younger generations by providing space for classes in their businesses as well as at the Association building itself. One of the most prominent projects supported by the Association is the Orchid Alliance Project, an organisation founded by Mei Cheung and Paige Ma, to demonstrates a profound commitment to empowerment & transformation, acting to address social challanges & uplift marginalized individuals. This is achieved by fostering inmate rehabilitation within the San Andreas Correctional Facility through providing education, vocational training, counseling, and support for community reintegration to ensure inmates have a second chance to turn their lives around to reintegrate into society.

The Orchid Alliance Project collaborates with like minded individuals, organizations & businesses to provide workshops for inmates, such as We Studios partnering with the Association to host a photography workshop to inmates, offering them a chance to learn a marketable skill to put to use upon release. The Orchid Alliance Project is only one of the ventures funded through Hong Lan Association which prides itself on caring for the future of Los Santos by acting locally; securing funding to continue hosting workshops, supporting rehabilitation, and giving back to the community is essential.
