SUMMARY
The City of Los Santos with its four departments and three offices maintains several projects, campaigns, programmes and initiatives undertaken regularly. Dynamic images and visuals allow the City Government to effectively inform the general public and the media about the work executed by the various entities. The City of Los Santos is currently looking for an experienced Graphic Designer in order to provide new graphical materials for future distribution on different platforms, such as the City Administrative Network, for both public and private use and distribution.
This public contract entails services in the following:
- 1. Requirements and our institution
The purpose of this tender is the provision of creative services in the field of graphic design for paper and electronic media. The contractor shall be requested to design several types of communication materials and publications and shall also be requested to design logos and visual identity style guides for the communications needs of the City Government along with all its departments and offices. The services will be required to be provided regularly throughout the year via purchase orders per project.
2. Deliverables
Services may include the design of reports, posters, newsletters, leaflets, postcards, infographics advertisements (print and online) and stationery, banners (including for social media), as well as any other visual media that may be agreed between the City Government and the contractor. All text, for publications and other graphic design products will be supplied by the City Government.
- In the event any official City Government branding and graphic guidelines were determined by the Office of the Mayor or City Leadership are adhered to in the creation of each product, and the graphic designer shall work with such guidelines accordingly.
- In addition to the aforementioned graphic guidelines graphic designers are expected to meet the usual standards that are applicable at the time of the assignment in the field of high quality (usage of an editing software, resolution, file formats, compression, etc.)
- All materials produced, and other intellectual property will be solely owned by the City of Los Santos. Any material provided to the contractor will remain the property of the City of Los Santos.
- All-round deployability of the graphic designer for the aforementioned types of assignements.
- A graphic designer with extensive technical skills and the professional qualifications to bring assignments to a successful end.
- A graphic designer who attaches great importance to substantial and logistic preparation before the assignment.
- A graphic designer with experience in similar project engagements in the region.
- A graphic designer who can be involved in the thinking process when required, but also knows how to make himself/herself unnoticed when necessary.

All information gathered by the graphic designer in light of the performance of this contract is strictly confidential. Upon assignment of a contract to the contractor he or she shall be required to sign a non-disclosure agreement. Furthermore, all parties involved in the bidding for a public contract shall be subject to a thorough background investigation. The City reserves the right to refuse any contract bid without motivation based on the results of such background check.
The graphic designer shall transfer all products and materials in the context of this contract and related assignments over to the City, who shall acquire the free disposal of the graphic material. The graphic designer may not give, sell, publish or send designs produced in light of this contract and its assignments to any third party. A design of which the intellectual property rights belong to the City may only be used by the graphic designer with the explicit written consent from the Office of the City Operations Officer.
The City shall mention the name of the graphic designer, to the extent that the produced material is suitable for accreditation.
Within fourteen days (14) days of the termination of this contract the graphic designer shall remove all designed material and its attachments from all of the data storage devices that were used in the execution of his/her assignments.
The City shall compensate the contractor per assignment in the form of a fixed fee. No distinction shall be made between the different types of products. The base fee for a single assignment stemming from this contract shall be determined based on the tender offer contained within the winning bid. The fixed amount of the fee can, where applicable, in mutual consultation, and after official written approval from the City, be altered to cover any additional costs.
